Super benefit (superdávka) and the new standard rent from 1 Oct 2026: how much rent the state counts
Standard rent under Communication No. 169/2026 Coll. for Prague, Brno, Ostrava and Plzeň, how the housing component is calculated, who can apply and what it means for tenants and landlords.
From 1 October 2026, a new standard rent applies to the super benefit. It is the cap up to which the Labour Office counts rent towards the housing component. In Prague it is CZK 13,380 a month for one person. Any rent above the cap the household pays itself. Below are the amounts for large cities and a worked example.

1. What the super benefit is
“Superdávka” is the common name for the state social assistance benefit under Act No. 151/2025 Coll. The Act has been in effect since 1 October 2025 (Section 92 of Act No. 151/2025 Coll.). People who received the housing allowance, housing supplement, subsistence allowance or child allowance are entitled to the new benefit from 1 July 2026 at the earliest (Section 91(1) of Act No. 151/2025 Coll.).
The benefit has up to 4 components: housing, subsistence, a child bonus and a work bonus (Section 18(1) of Act No. 151/2025 Coll.). This article covers the housing component, as it relates directly to renting.
2. The new standard rent from 1 Oct 2026
The standard rent is made up of the median rent actually paid by benefit recipients in the district (the fifth decile) plus a fixed amount for services: from CZK 880 for 1 person to CZK 1,820 for 5 or more people (Section 28(1) of Act No. 151/2025 Coll.). Prague counts as one district. Amending Act No. 152/2026 Coll. required a separate figure for 1 Oct–31 Dec 2026, based on rents paid from October 2025 to May 2026 (Act No. 152/2026 Coll., Art. IV point 1). This was done by Ministry of Labour Communication No. 169/2026 Coll.
- Prague: CZK 13,380 (1 person), CZK 16,190 (2), CZK 18,570 (3), CZK 19,710 (4), CZK 19,820 (5 or more).
- Praha-východ: CZK 11,547, 14,440, 15,320, 18,110, 18,110.
- Praha-západ: CZK 11,848, 14,640, 16,600, 18,293, 19,737.

A higher cap applies to a household whose members are all vulnerable persons (Section 29(1) of Act No. 151/2025 Coll.). In Prague it is CZK 16,810 for 1 person, CZK 19,770 for 2, CZK 22,794 for 3, CZK 24,370 for 4 and CZK 24,880 for 5 or more; in Brno-město CZK 14,910, 17,270, 19,230, 20,370 and 20,370. Vulnerable persons include anyone over 68, old-age pensioners, people with second- or third-degree disability, a parent caring for a child under 4, a single parent of a child under 15, and dependent children (Section 7(1) of Act No. 151/2025 Coll.). Amounts for other districts are in Communication No. 169/2026 Coll.
3. How the housing component is calculated
- The tenant’s costs are the rent actually paid, up to the standard rent, plus energy (Section 23(3) of Act No. 151/2025 Coll.).
- Services connected with the flat also count towards rent if they are not included in it, except district heating (Section 26(1) of Act No. 151/2025 Coll.).
- Energy: with income of at least 1.43 times the subsistence minimum, a flat-rate energy allowance is used; with lower income, actual costs up to 1.2 times that allowance (Section 23(3) of Act No. 151/2025 Coll.). The allowance is CZK 2,300 for 1 person up to CZK 4,300 for 5 or more (Section 32(2) of Act No. 151/2025 Coll.); if all members are vulnerable, 1.4 times as much (Section 32(3) of Act No. 151/2025 Coll.).
- The household covers 30% of its own income (Section 19(2) of Act No. 151/2025 Coll.). If income exceeds twice the subsistence minimum, 10% of the amount above that double is added (Section 19(3) of Act No. 151/2025 Coll.).
- The housing component is the difference between the costs and this share of income (Section 34(1) of Act No. 151/2025 Coll.).
- Where several households share one flat, each is assigned a share of the costs by number of people (Section 23(5) of Act No. 151/2025 Coll.).
Example (simplified): a working single person in Prague with income of CZK 20,000 pays rent including services of CZK 16,000 and pays electricity to the supplier. The subsistence minimum for one person is CZK 5,500 (Section 2 of Act No. 110/2006 Coll.). Costs: CZK 13,380 (cap) + CZK 2,300 (energy allowance) = CZK 15,680. Own share of income: CZK 6,000 (30%) + CZK 900 (10% of the CZK 9,000 above CZK 11,000) = CZK 6,900. The housing component is therefore CZK 8,780 a month. Rent above the cap, here CZK 2,620, is not covered. A single person who is not vulnerable is entitled only if economically active (Section 16 of Act No. 151/2025 Coll.), for example working at least 30 hours a month (Section 14(1) of Act No. 151/2025 Coll.).
4. Who can apply
- Entitled are people residing in Czechia, including those with permanent residence, subsidiary protection, or EU citizens registered for a stay of more than 3 months (Section 15(1) of Act No. 151/2025 Coll.). Temporary protection is not among the grounds listed there.
- Foreigners with an employee card and certain other residence permits can receive only the child bonus (Section 15(4) of Act No. 151/2025 Coll.).
- There is no entitlement if the household’s money exceeds CZK 200,000 (1 person) up to CZK 400,000 (5 or more) (Section 17(4) of Act No. 151/2025 Coll.).
- Nor is there entitlement if a member owns residential property, except the one the household lives in and, for a limited time, one more (Section 17(1) of Act No. 151/2025 Coll. and Section 17(2) of Act No. 151/2025 Coll.).
5. For tenants: what to remember
- Applications can be filed only electronically through the benefit information system using an electronic identity, or orally as an assisted application at the Labour Office or at a post office that has a contract with the ministry (Section 75(1) of Act No. 151/2025 Coll.).
- You need a legal title to the housing, typically a lease, and the flat must meet the statutory requirements: occupancy approval, toilet and bathroom, cooking area, water, electricity, ventilation and heating (Section 19(1) of Act No. 151/2025 Coll. and Section 20 of Act No. 151/2025 Coll.).
- Only rent actually paid counts. Pay by bank transfer and keep the receipts.
- Report changes, such as new rent, moving or a new household member, to the Labour Office within 8 days (Section 51(1) of Act No. 151/2025 Coll.).
- After each three-month period, document your income and housing costs by the end of the following month; the office obtains some data itself, such as wages from certain employers (Section 51(2) of Act No. 151/2025 Coll.). Otherwise payment is stopped (Section 51(3) of Act No. 151/2025 Coll.).
- The benefit is paid monthly in the following month (Section 46(1) of Act No. 151/2025 Coll.) and cannot be seized (Section 50 of Act No. 151/2025 Coll.).
- You can appeal a decision within 30 days; an appeal does not suspend it (Section 87(1) of Act No. 151/2025 Coll.).
6. For landlords
- If a tenant is at risk of losing their home, the Labour Office may decide on its own initiative to pay housing costs directly to the landlord’s account, up to the amount of the benefit (Section 47(1) of Act No. 151/2025 Coll. and Section 47(2) of Act No. 151/2025 Coll.).
- On request, you must provide the office free of charge with the data needed to assess the benefit (Section 58(1) of Act No. 151/2025 Coll.).
- The Labour Office may inspect the flat on site. If it does not meet the requirements, the office sets a deadline for remedy and informs the owner as well (Section 21 of Act No. 151/2025 Coll.). Without a remedy, the housing component drops to CZK 0 (Section 34(4) of Act No. 151/2025 Coll.).
- The benefit does not cover rent above the standard. If the lease neither regulates nor excludes rent increases, you can propose one in writing no sooner than 12 months after the last increase and by no more than 20% over 3 years, up to the usual local rent (Section 2249(1) OZ).
From 1 January 2027, the ministry will again publish the standard rent for a whole calendar year (Section 28(1) of Act No. 151/2025 Coll.). We will add the new amounts to this article.
