Heating season: when the heating must come on and how warm a flat should be

Flats heated by a district heating plant or a shared boiler room are covered by Ministry of Industry and Trade Decree No. 194/2007 Coll. The heating period runs from 1 September to 31 May (Decree No. 194/2007 Coll., Section 2(1)). Heat supply starts when the average daily outdoor temperature falls below +13 °C on 2 consecutive days and no warming is expected (Decree No. 194/2007 Coll., Section 2(2)). When it rises above +13 °C on 2 consecutive days, heating is reduced or stopped (Decree No. 194/2007 Coll., Section 2(4)).

Between 6 am and 10 pm, flats are heated to reach the temperatures set in the building's design (Decree No. 194/2007 Coll., Section 2(6)). The decree gives design values of 20 °C in living rooms, bedrooms and kitchens and 24 °C in bathrooms (Annex 1). From 10 pm to 6 am heating is reduced as needed (Decree No. 194/2007 Coll., Section 2(9)). If you have your own boiler or electric heating, you set the temperature yourself.

What it means for you

  • Still cold at home after the heating has started? Write to the building manager or your landlord saying when and in which room it is cold.
  • Under the decree, temperature is measured in the middle of the room 1 m above the floor at 8 am, 12 noon, 4 pm and 9 pm, and the average is taken (Decree No. 194/2007 Coll., Section 2(8)).
  • Heating outside the heating period is possible if at least two thirds of the end consumers in the building agree, the weather requires it and technical and supply conditions allow it (Decree No. 194/2007 Coll., Section 2(5)).
  • You pay advances (zálohy) for heat. Your actual consumption appears in the service charge statement.
